CLDP requires a full CCES license?

Is there a way to use CLDP (and only CLDP) without purchasing additional CCES licenses?

We are programming our boards using the HPUSB and CLDP. The process works great on all of the engineers' machines which have a fully-licensed installation of CrossCore Embedded Studio. However, we need to set up some machines on the manufacturing floor to program production quantities. These machines only need to program the boards, not compile any code, debug the executing code, etc. Our temporary workaround is to install CCES with a 90-day evaluation license, but it's temporary and a workaround. What's the permanent solution?
