625 line BT.656 input to NTSC

I am considering getting an evaluation board for a combination of a recent decoder and encoder. However, as far as I can see, none of them include an FPGA for processing BT.656 standard data.

I'd like to first verify if using an FPGA is required for my needs, therefore my question is as follows: is it necessary to transform 625 line BT.656 data into 525 line data in order to encode it as NTSC with an AD encoder? And if so, is there a decoder-encoder evaluation board that's easy to connect to an FPGA board for processing?
