Ics for converting a non standard VGA video signal to an standard one

Hello guys,
First of all, congratulations for your excelent website and great products.
I have to design an unit capable of converting a non standard VGA video signal to an standard one. The non standard video signal has the following characteristics:
AspectRatio = 4:3
HorizFreq = 34.5KHz
VerticalFreq = 75.8Hz
Resolution = 606px X 455px
The idea is to convert the signal to an standard VGA 800x600 with vertical freq=60Hz ( recognized by monitors found in the market)  with the aid of a DSP or FPGA.
I would like to know if the ICs you offer are capable of digitizing a non standard VGA video signal and also I will appreciate if you can tell me an appropriate DSP or FPGA for achieving this task.
If Analog Devices has already a complete solution (SoC) for doing the whole work please tell me.
