As I mentioned previously, the data is output I-Q-I-Q...such that for a given sample N, N(I) is on the rising edge of the data clock and N(Q) is on the falling edge of the data clock. This would correspond to your upper figure. Does this help to clarify?

In the mode you are asking about the AD6655 is in parallel CMOS mode (described in Table 12). Each Channel has an parallel output bus (Ch A and Ch B). The I/Q data output from the DDC for each channel is placed on the respective output bus as shown in Figure 5. This means on Ch A bus you would have the output data as I-Q-I-Q... for channel A and on the Ch B bus you would have the output data as I-Q-I-Q... for channel B.
I know that (ChA and ChB is parallel ouput bus) and ChA/ChB' output data is series of I,Q,I,Q ... (or Q,I,Q,I ... )
I don't know which is correct complex data couple at below figure ...
Which one is I(0)'s set ? right(like upper chart) or left(like lower chart) ?
