180W DC/DC using ADP1046 is under consideration.

Sure, this DC/DC can be design with ADP1046A. You can choose a full bridge topology. The voltage rating of the primary of the primary switches can be 30V. And the turn ratio of the transformer can be 2:3.

With a 2/3 turns ratio (N1/N2) the output on the secondary of the transformer will by 13.5V at 9V input. The ADP1046A will still function as a DC DC providing the appropriate duty cycle that will step down 13.5V down to 12V which is 89%. If you want you can change the ratio so that the duty cycle is more like 60-75%.
