In power down mode, what is the state of the output?
I want to know when I put the select pin to 0V, the output will be in tristate or 0V?

Disable represents the state of an amplifier whose quiescent supply current is reduced from the normal on state of the amplifier(power-down mode), but with the additional feature that the output goes to a high-impedance state. In case of the AD8028, the quiescent supply current drops to 450uA(typical) during power-down mode. Also, please take a look at the Figure 50 of the AD8028 datasheet, it shows the output impedance of the device at certain frequency when the output is disable.
Regarding to your second question when you apply a 0V at the select pin. Actually the state of the device also depends on the supplied voltage. Below table shows the mode of the AD8028 for corresponding supply and select pin voltages.
