We are looking for DVR low power solution.
Please advise what is the power estimation for the case that the BF609 is doing just DVR?
Is there any lower power solution for DVR?

The power estimate for the H264 Bp/MP encoder . D1, @ 15fps at 800 x 600 resolution in the
VDD_INT is ~ 420mW

I can try to help you with your question, but I'll additional details of what you're looking for. By DVR do you mean digital video recorder or something else? In the case of digital video recorder it would be helpful to know what resolution, rate, and format the video data would be received and transmitted by the BF609 and what the processing requirements are for your application.

Format: interlaced BT656 PAL/NTSC & progressive VGA
Which codec are you interested in and what frame rates?
We have optimized blackfin sw modules here:
For example, the MPEG4 SP/ASP encoder (http://www.analog.com/en/dsp-software/bf_mpeg-4_video_encoder/sw.html) about 500mips for 1/2 D1 sized frame @ 30fps.
All the other codecs have performance measurements available too. Just click on the one you're interested in.
