Does the system clock affect the flash/eeprom read/write operation?

Hi Gentlemen,  I am working with ADuC7060 micro to develop a firmware for our product deveopment.  I could see that changing system clock frequency does affect the functionality of the firmware.  If clock frequency is set to 10.24MHz or 5.12MHz, there are no corruption of the f/w is observed.  However, if system clock frequency is further reduced say for ex, 1.28MHz or 640KHz then, f/w is corrupted due to eeprom read/write operation failure.  I would be glad enough if I get any of the suggestions on this issue to overcome.
