I have a few question about AD931
1. How can I get a linux driver to opeate the ad9361 ?
2. I need a simulator / software application /grapical tools , that can help me generate all the register for ad9361 ?
Have you checked out the on line documentation?
It details the simulation solution (based on MathWotks SimRF), and the Linux drivers, and the Linux GUI to interact with the drivers.
Which evaluation platform are you using? If it is an AD-FMCOMMS platform then you can find the information on corresponding wiki page. AD-FMCOMMS2 provided as an example.

I suggest you read the documentation that I pointed to that has answers for your questions.
The card (FMCOMMS2 or 3) should have come with an SD card. it has an entire GUI on it, that is described in the wiki.
The easiest way is to use the GUI mentioned in Robin's post and ADI supplied drivers. These tools/software eliminate the need for register level knowledge of the part.
