HMC536 Control Voltage Spec

With the HMC536LP2E and HMC536MS8G the datasheets give a table for the control voltage, but right above the table is a comment that says "*Control Input Tolerances are ± 0.2 Vdc".  What does this mean?  I'm more familiar with CMOS logic specs where VIL is a maximum voltage and VIH is a minimum voltage.  Does this mean for a logic low the control voltage needs to be below +0.2V (VIL max) and for a logic high that the control voltage needs to be above 2.8V (VIH min)?
