AD534 SF Problem

I am using an AD534J chip to act as a voltage divider.  I am quite confident that the circuit is wired correctly and as indicated on the datasheet here: http://www.analog.com/static/imported-files/data_sheets/AD534.pdf.  However, the output voltage is around 12V regardless of the input voltages.  I have examined the chip, and despite being powered with +-15V, the SF voltage which is supposed to be steady at 10V is reading approximately -13V.  It appears as though the Scale Factor input is broken; do you know of any fixes to this problem or have you seen the chips display this -13V SF behavior before?
