Do you mean RGB with separate H and V synchs when you say VGA? You are just looking to recombine synchs onto G all in the analog domain?
yes, actually I'm looking for two converters: 1) one to combine HSYNC/VSYNC into G 2) to exract HSYNC/VSYNC onto different lines from G. the both cases are analog. I was looking for a simpler solution for a while, but now i'm about to give up and probably try to implement this using ADC/DAC ...
I'm not aware of any "synch combiner" that we make. I'm sure our video encoders will do it-- but as you say you would need to use a video decoder and then a video encoder. Probably ADV7181C with the ADV734X depending on what video formats you are trying to support.

I think I have a solution.
What I'm looking for is an adapter that goes from RGsB -> VGA. That comes from an older DEC computer via 3 BNC connectors RGB with sync on G) and I want to feed it into a newer LCD VGA monitor.

ADI does not have a single chip solution to this problem that I know of. In general it takes 2 chips to implement, one to decode and one to encode. If you search google for "RGsB to VGA converter" you'll find several vendors that supply these type of converters.
