The high logic on the base is more positive than the emitter therefore the pnp is off. The low logic at the base is more negative than the emitter and therefore the pnp is on.

Yes, I can't think of anything better than the Zero Comparator. Its output bit selector comes in handy as well.
And for future reference, the best OR gate I can find is the Signal Merger, the best AND gate I can find is the Multiplier or AB block with "<", and the best XOR or XNOR gate is the ABCD block with "==". Growing Min and Max blocks might be better for AND or OR if you need more than 2 inputs, but with only 2 inputs they're more expensive than the others.
