Could we adopt ADF4360-9 to Generate accurate 115.1859375MHz frequency clock or other ADI parts?

The accuracy of the RFout from an integer N PLL will depend on the resolution of the N counter, for the ADF4360-9 , this is 13 bits...which depending on the available Reference may not be high enough.
Our fractional N , PLLs with programmable modulus allow for much higher frequency resolution...the ADF4351 is a possible candidate...

What Reference frequency do you have?
You should also look at the ADF4157. The ADF4157 has a 25 bit modulus which, for a 10 MHz PFD frequency, give you an output resolution of 0.298 Hz. This should be enough to get your exact frequency.
The minimum RF input of the ADF4157 is 500 MHz. However, you can go below 500 MHz using the technique in this reference design: http://www.analog.com/en/circuits-from-the-lab/CN0290/vc.html
If you want even smaller resolution than the ADF4157, look at the ADF4155 - it has 38 bit modulus.
