What kind of DSP processor able to convert my video LVDS input to MIPI CSI output with resolution 480p?

this is no task to be performed by a processor or DSP. This simply requires a video bridge chip.
ADI currently offers only one DVP product capable of bridging between LVDS (OpenLDI) and MIPI CSI-2: ADV7782 ( http://www.analog.com/en/audiovideo-products/analoghdmidvi-interfaces/adv7782/products/product.html ).
But this product is actually an APIX 2 receiver chip with MIPI CSI-2 output. OpenLDI input is just an additional feature.
No Blackfin processor has either a LVDS compatible interface nor MIPI CSI-2.
I'd recommend you to explain your application in more detail.
