Does V4L2 provide any support for CEC in HDMI device?
Can we uses the V4l2 subdev driver(from analogdvicesinc github) and implement CEC?
Currently (Linux version 3.15) there is no CEC support in the upstream kernel. But there is work in progress development on adding support for CEC to the V4L framework. The source code for this can be found at hverkuil/media_tree.git - media_tree.git development repository that tree also has patches that add CEC support to the adv7604 and adv7511 V4L drivers.
Thanks for your information.

3. MHL(Mobile High-Definition Link)
If V4L has no roadmap currently defined for the above then, should a new RFC be placed for it?
1. I'm not aware of any HDCP repeater support in V4L.
2. What exactly do you mean by this? Drivers typically set up the infoframes according to the current mode.
3. I think the main difference between MHL and HDMI is at the physical level, but at the logical level they are mostly the same, so supporting it shouldn't be too much of a problem.
