s_power() of adv7281-M driving MIPI output with free run mode disabled

     I observed that even though the free running mode is disabled(default state when loading adv7281-M driver) whenever the chip is powered on using s_power() by bridge driver I observed that adv7281-M driving mipi output.Is this expected behaviour?My understanding is that ADV7281-M shall drive MIPI data lines only when it decodes any of the incoming input analog signals or free running mode is enabled.Please clarify
