On there system, NTSC signal is monochrome signal and does not include color burst signal.PLL is operated in ADV7282 but burst lock can not be done because of monochrome signal.Can we operate PLL using horizontal sync signal ?
If there is no color burst on the input the the CbCr will be black. The chip will lock on to the input timing.

NTSC has Hsync and Hsync pulses on the signal. The chip will lock onto those signals for timing information. The blanking area is around the Hsync pulse, referred to as front porch and back porch.
As a general note, the first TV signals were monochrome NTSC with only the Luminance information and V & H sync pulses for timing. After a few years color information was layered on top of the monochrome signal with the addition of the color burst which phase locked the color demodulator and the color carrier added to the luminance signal. So if a receiver doesn't see a color burst to lock onto, it treats the luminance plus color carrier as just a plain monochrome signal.
