Can the AD9361 TX and RX LO's be run at different frequencies? I have an application where we would like to run the oscillators at various frequencies covering the entire band from 70MHz to 6GHz.

1. Are there limitations in the relationship between the RX and TX LO frequencies?
2. How are the 3 RX inputs mux’d onto a single path?
3. Can each TX output for a given path be configured uniquely (for example, phase offset).?

No, there are no limitations between RX and TX LO frequencies.
LNA A has its own mixer and LNA B and LNA C share a mixer. Because of this LNA A path is best suited for higher frequencies. The mixer outputs are muxed together and only one path can be enabled at a time.
There are no separate controls for phase offset for different outputs in the same path.
