Single stepping very slow in CCES debugger

I am working with a board that contains two 21469 devices configured in a master and slave arrangement. The master processor boots the slave via the LPORT. I want to be able to use the HPUSB ICE to single step the code on the master and watch the slave boot up. I used the CCES configurator to set the scan chain for one 21469 device and one unknown device and executed the code in the debugger. However, each instruction takes a long time to execute when I single step the code. I have previously used this same approach with Visual DSP 5.0 and not had any problems with slow execution. I changed the scan chain to specify two 21469 devices and each single step instruction executes instantly on the master processor, but the slave processor is held in reset by the debugger.

 

How can I overcome this problem?
