Another frequency conversion will add a lot of complexity. It depends on your system specification what all you will have to add, but at minimum you will have to add a mixer, LO source and a filter.
No, AD9361 does not support frequencies below 70MHz.

You could possibly use another frequency conversion stage to receive frequencies below 70MHz. This approach adds quite a bit of complexity.

x2 will not get you from 30MHz to 70MHz. However, AD9361 operating frequency is limited by the VCO min frequency and divider max divide ratio and the min LO frequency is 6GHz/128=46.875MHz. The part has not been characterized below 70MHz so if you decide to use it below 70MHz you would have to verify the performance and make sure it meets your specification.
yes, with that calculation only i decided to use AD9361 for 60 MHz operation. I will check the performance of AD9361 below 70 MHz.?

I, too, am interested in operating below 70 MHz. Have you completed your characterization? If so, would you be so kind as to let me know what you discovered?
Unless you have to operate below 46.875MHz I would not use an additional frequency conversion stage.
You would be better off evaluating performance below 46.875MHz - 70MHz and seeing how it fits your application.
