I'm currently using an ADV7183 in my product and it is not recommended for new designs.

I really Only need 1 composite input and to support NTSC and PAL.

I was looking at other Video decoder chips in this list http://www.analog.com/en/analog-to-digital-converters/video-decoders/products/index.html and saw ADV7281.

My question is if it will be compatible with the ADV7183 meaning can I attach this ADV7281 to my blackfin PPI port bit 8-15 and expect that it will run as if it was ADV7183. If not how many changes will it mean to change to this both HW and SW wise ?

Maybe you can suggest an even better Video decoder chip to substitute the ADV7183?.
