ADV7180 blue screen with no video input

How do I get the ADV7180 to output a stable CCIR-656 video signal

(blue screen) with no video input ever applied from the time it is

powered up ??  I have enabled blue screen output on loss of video and

tried forcing the video mode to a fixed standard (auto-detect off) to no avail.

The 7180 is feeding an MPEG encoder and it appears as if the encoder

is trying to lock the signal (it will start encoding briefly with a flash of blue

video), but then it dies (stops encoding) Apparently, the 7180 signal is

not fully 656 compliant.

  If I connect a video source, then remove it, everything works fine from

there (the blue screen comes up whenever the video source is removed).


I need it to output a stable bue screen with no history of video ever applied.
