I want to make sure I understand everything I needs for AD9250 evaluation: 1) For Xilinx, do I need Vivado or ISE software for the VC707 board?? 2) Do I have to own Mathworks software for our example code that he downloads?

It really depends on what you want to do.
Provides all the info - if you just want to look at the JESD code, and see how all the software/HDL goes together. If you want Linux on the ZC706, it might be something else. If you are looking to verify Analog performance - the best solution is the AD9250 Eval board and the ADI controller board.
