That is correct. The ADV8003 can only do 1080p -> 480p with external DDR.
Let me check into this. Section 22.214.171.124 only mentions scalling between 1080p and 720p so their might be some other limitations not indicated here. It might have something to do with the fact that the pixel clock needs to be an integer multiplier of each other.
Could you tell me this status?
My concern is whether external DRAM is required when from 1080p to 480p.

It is as I thought, the SVSP can only do 1080p --> 720p if the DDR is bypassed.

How about PVSP?
PVSP can be put in Game mode and bypass but the documentation does not specifically rule out 1080p->480p conversion. Let me go back and check again.
