How do you externally power FPGA EZ Extender?

I am trying to power the FPGA EZ Extender without having it plugged into the blackfin DSP.

I have connected the 7V supply provided to the plug.

Jumper on P12.1 and P12.2

Jumper on P13.2 and P13.3

 

I can see 3.3V, 2.5V, 1.2V at various points, so the regulators do work.

 

The problem is, my code will not load... I can still connect to the device, erase it, program it, get info, etc...

The code is flashed into the serial rom and the fpga knows to boot from this.

It works fine when plugged into the blackfin DSP and powered from it, but max voltage on my pins was 2.7V not 3.3V, this is why I am trying to use the external supply...

 

What could be the reason the FPGA will only load my code, when it is connected to the blackfin dsp??
