Why is building an empty library project a fatal build error

I am currently trying to understand library building within a dual 561 project.


I have a number of library projects and I am moving files between the libraries and testing out stuff after I build


At one point in time I accidently had moved all the files out of one library project into another -- leaving that first library project temporarily empty.


The build of all the projects in the dual core -- then ended fatally as there are no files in the library project.


I accept that the lack of files in a project is a "fatal error" if trying to generate a .dxe.


However I am trying to build a .dlb (archive) and that could be legally empty and some stage during the development process and I think that necessitates only a warning that the library is empty not a build failure.
