ADV7181D Power Down Modes

In the ADV7181D Datasheet (rev 0), Electrical Characteristics, the Power-Down Current is listed as typical 2.25mA. This part has four voltage rails which all have independent voltage levels and current usage in normal operation. My question is to which voltage rail(s) would the Power-Down Current be applicable to? At what voltage?

Secondly, there is a "Green Mode Power-Down" mode. This jargon is not used anywhere else in the manual. I think this refers to the PWRSAV mode where sync information is still outputted (page 29, ADV7181D Datasheet Manual rev 0). Can this be confirmed? There is also no voltage or voltage rail associated with the Green Mode current draw.
