AD-FMCJESDADC1-EBZ reference design not working

Using the FMC board in an ML605 with the AD provided reference design.

Note: Must select 2 ADCs or chipscope gets no clock.

Entering 2 ADCs in terminal results in the FMC card getting configured but then it reports "JESD link, lane error"

From chipscope the JESD rx_data output are constants.

All 4 AD9250 ADC outputs alternate between 0x0000 and 0xFFFF

(Channel AD0 is being driven by a 500mV sine wave and other channels are left open)

The FSM are stuck in either state 1 or 2  (AD0 is 1, the other channels 2).
