ADV7181D CVBS 480i in, YUV422 20 bit out

I'm using an ADV7181D in a system and feeding it NTSC at 480i.  I've configured the output to be 20 bits.  I'm getting 720 x 253 out instead of 720 x 240.  Here is my init script.  0x21 is the I2C address.  The register address and data follows.  Can you help pinpoint what's wrong?  Thank you.
