where can I get the "blackfin usb device" driver (that is JTAG driver under windows 7 32-bit platform).

First, please ensure that you have installed at least Update 7 for VisualDSP++ 5.0. Updates prior to this release do not have a signed driver compatible with Windows 7. The latest update, Update 10.1, can be downloaded from the following location:
Once you have downloaded the Update it can be applied via 'Start: All Programs: Analog Devices: VisualDSP++ 5.0: Maintain this installation: Apply a downloaded update'.
If you have already installed this update, within the Windows Device Manage, right-click on the device and select "Update Driver Software", select "Browse my computer for driver software", then navigate to the "\Setup\Emu_Drivers\" directory in the VisualDSP++ installation folder.
If there are any problems, please let me know exactly what is being reported in the Device Manager against the device. Please also clarify whether you are trying to install the driver to use the EZ-KIT Lite via Debug Agent, or whether you are trying to make use of the USB OTG (for example, to run a Mass Storage example).

As I understand it, you are using an EZ-KIT Lite via Debug Agent, not an emulator (i.e. you do not have an ICE-100B).
If you are using the EZ-KIT Lite via Debug Agent, you should select 'Session: New Session', then select "Blackfin" as your processor family, "ADSP-BF548" as your target processor, then click "Next".
On the 'Select Connection Type' page, you should choose "EZ-KIT Lite", then on the next page select "ADSP-BF548 EZ-KIT Lite via Debug Agent".
