Who programs the SRAM and Flash in a VDK environment?

We are using the VDK in a ADSP21369 platform, with a similar architecture (Booting Flash, SRAM and Flash) than the eval board (ADSP21369 EZ-KIT Lite).   So far all our testing is on the eval board.   I tried to program the UART for the LCD, and it worked when I run the demo program:  UARTechoback.   Apparently the DSP needs to have the PLL configured; is that right?  In this demo, the SRAM are refreshed through the PLLs.

Should I do the same in my VDK based system?  Do I have to program the way the SRAM is refreshed?

Do I need to program anything else relative to the SPI booting or the Flash Programming memory?
