Fract16 Conversion help

Hi, I am doing a school project where my group is creating an oscilloscope on a proprietary Blackfin 527 development board.  We are using a simple ADC that sends back sample data that is 12-bits wide and has a range of 0 to 3.3V.  We want to pass this data through an FIR Decimation Filter in order to fit more data to the screen.  The ADC data needs to be converted into fract16 format before it is sent to the FIR Decimation Filter.  My questions is how do I convert 12-bit values that represent voltages form 0 to 3.3V to fract16 data types?
