From the time the first pixel goes into the part until the first compressed data is ready.
The latency of compression is a function of the time it takes to get 1 "tile" worth of pixels into the ADV212. Because JPEG2000 uses a wavelet transform across the whole image, it can't finish the codestream until the whole image is in the part. Typically this means that the codestream will be ready 1ms to 5ms after the last pixel is inside the ADV212. Max is 1.5 times the tile time.
This would mean for tile input time "t"
Maximum = t * 1.5
Typical = t + 1-5ms
For example, a video format that was 60hz would have a tile time of 16.67ms so:
Max = ~25ms
Typical = ~18ms - 22ms
This applies to the ADV202 as well.
