Yes, if you don't need to support HDCP encrypted content you can use the "No Key" version of ADI HDMI interface parts. You don't have do be an HDCP licensee. If you do want to support encrypted, protected content then you will need to be an HDCP licensee to buy ADI HDMI parts that have keys in them.

Any HDMI TX is fine. Any HDMI RX in the "P" version such as ADV7842, ADV7612, ADV7611, ADV7619. There are probably a few others but they key is the "P" in the part number for a non-HDCP licensee.
I am starting a design using the adv7612..P version. Will this part automatically mute the output if HDCP copy protect is at the input? Or do I have to interrogate the the registers and mute my output manually?
It will never authenticate so the source will never send data to the ADV7612-- nothing to mute.
So it is impossible for me to override and get into trouble with licensing?
Yep, there are no keys in the "P" versions of devices-- there is nothing to override and authentication is impossible.
