Boot Stream Size limitation?

Does the boot kernel residing in the on-chip boot ROM have a limitation regarding the size of the boot stream that it can move from Flash to Ram?     I seem to have an issue when booting from 16bit flash and my .ldr file is greater than 2.2MB.

 

I'm confident that the process I'm following for generating the .ldr files is valid because if I remove some data from my application code and get the .ldr file to be less 2.2MB then my application boots and runs with no problems.
