I have a query about ADF4159. When ADF4159 works in ramping or sweeping mode, is the output phase continuous?

When the ADF4159 is outputting a ramp, it is effectively re-locking to a new frequency for each step of the ramp. As a result, the frequency and phase have to re-settle to each new frequency step. There is no guarantee that it will settle to the same phase every time.
In short, no, the phase is not continuous.
On the ADF4159, you can change the phase of the output relative to the current output. So, you could implement a control circuit to measure the output phase and then program the ADF4159 to change the phase as required.
