Can we calibrate that when we input 0V we get 0mA and in the same way when we input 4.096V to get 5V .
What is the margin that we can see .

There is a selectable output range of 0 to 20mA so in this case an input of 0V will produce an output of 0mA and 4.096V input will correspond to an output of 20mA. Gain and offset specifications are detailed in the data sheet.
Yes you can output 0mA. 10.5V is achievable using the 0 to 10V with over-range selected. 21mA is achievable in the 0 to 24mA range.

Due to offset and gain we may not get 0ma on 0v . Would like to know a way to get error or calibrate zero scale and full scale offset error.like by applying +/-xV when there is xmA during 0V input .
I am asking this because in some application there a description to get rid of error by user calibration

Achieving closer to 0mA than specified by the offset and gain is possible in your case if you select the bi-polar +/-20mA range for example, so you will be able to dial up a code closest to your ideal output of 0mA. The part is not specified for any negative reference input voltages.
