ADV8003 for overlaying external digital RGB above HDMI

Dear AD community members,

As I am making my first steps into video, I need a piece of help from experienced users.

I am looking for a solution to overlay an external RGB video stream above a HDMI signal, like in the attached picture.

From the wide range of AD video SOCs, I am able to find ADV8003 which would perform the job.

I really hope to avoid using FPGA, trying to build a solution from the available ICs found on the market.

Basically, the intention is to come with an external high-bandwidth OSD to create sort of "smartphone" GUI experience on a portable monitor with HDMI input (up to 1080i/p 60fps).

Can I have a confirmation that ADV8003 is the right SOC to do the job?

Thank you very much,

PS: I have just reviewed the ADV8003 IC price range (>80$ per IC) and it definetely exceeds our application budget.

So, if anyone can suggest me an appropriate IC with above functionality, I would greatly appreciate it. Thank you!
