Can the AD8306, AD8309 limiting amplifier initial phase delay can be estimated, with an input RF pulse applied. In other words, would the limiter phase response traverse the same phase plot, even though the input power is changing rapidly?
Trying to measure the initial delay through the part using a pulse becomes a bit of a challenge. the main challenge is how to deskew the pulse applied at the input of the AD8306 / AD8309.
Limitations of the oscilloscope also will affect the measurement. The change in time delay over the specified input power range of -60 to + 10 dBm is +/- 56 pico seconds.
A more practical approach might be to use the group delay measurement in a Vector Network analyzer.
