Where in a VDK project is it expected that the registers that control the CCLK and SCLK frequencies be set?
You can set the CCLK and SCLK wherever you want. Typically applications run at a fixed clock, that would be set either by the init code or as soon after startup as possible. e.g. in a Boot Thread, in the basiccrt.s startup code file (there are $VDSG sections placed in the generated startup file to allow you to add your own startup code).
If you do alter the CCLK/SCLK you should use the VDK SetClockFrequency() function to tell VDK what frequency the CCLK is now running at.
