kThreadCreationFailure On First Call to CreateThreadEx()

The Kernel Panic is happening on the first call to

     CreateThreadEx__3VDKFPQ_3VDK19ThreadCreationBlock

in the function

     Initialize_3VDKFv

The VDK Status Window shows zero for everything when this is called, indicating nothing has been created yet.

The attached file is a screen shot of the four Kernel Panic global variable values.

According the documentation for CreateThreadEx() the meaning of kThreadCreationFailure is

"the kernel is not able to allocate and/or initialize memory for the thread"

The BF548 EZ-KIT Lite was used a reference design for the external memory. I am using the same EBIU register values, the same memory, and I am operating at close to the same frequencies.

What can cause this?
