AD9739A device mu controller, rx receiver can't be locked.

1. I use AD9739A-FMC Evaluation board.
   Trying to be driven by an external clock source(J3), but mu controller can't be locked.
   I use signal generator(-5dBm..+5dBm Source input) and Jumper setting, Capacitor change.
   What is the problem?
   Change the register settings when using the the external clock?

2. I use AD9739A device, Board design.
   Also, mu controller, rx receiver can't be locked. So output signal is don't generate.   
   If mu controller can't be locked, output signal don't generate?
  
   Test result
   AD9739A-FMC Evaluation board  => mu controller can't be locked => but output signal generate(addtion noise)
   Development board => mu controller can't be locked => but output signal don't generate
  
   What is the problem?
   Control logic was verified at AD9739A-FMC & kc-705 evm board.
   If there are any problems in the two-channel data lines, output signal don't generate?
   (AD9739A-FMC Evaluation board  => mu controller can't be locked => but output signal generate(addtion noise))
