AD9467-FMC-250EBZ SPI problem

I'm using the FMC Eval card and a Xilnx (XZ 702) proto board.

I can read and write spi registers on the AD9517 clock generator IC present on the fmc board.

I can read registers from the AD9467.  All the default values verify.

My SPI writes to the AD9467 have no effect.  It's maddening and seems just impossible.  The read is more complicated than the write--for the read to work, it would seem the write would have to work.

It's as if the AD9467 is somehow write protected. Like there's a 'set this bit first' register somewhere, but I can not find it.

I must be doing something stupid.  Any suggestions are greatly appreciated.

I have given the AD9467 a valid clock and can read A/D data from it.  Though the clock does not need to be present for the SPI reads to work.
