ADV212 Hardware problems  +  PLL

I have made my code to load the firmware and encode parameters on to the ADV212. When I get to reading the SWFLAG it is incorrect. I Saw the first thing to do when this happens is to check the firmware is loaded which it isnt. From looking on here it seems like I have a hardware problem.


Having scoped the lines I am not getting the ACK signals back on all of the commands I send the ADV212. My power supply is clean and I have the correct voltage to both the 1.5V and 3.3V.



My next stage of investigation is the PLL register settings. The datasheet isnt entirely clear as to how to calculate the register values. I am running a 27Mhz crystal and would like to run the ADV212 using as little power as possible. The datasheet suggests using a multiplier of 3 to do this. I am however unsure as to what to put in the PLL register. The options seem to be either HI 0x0008  Lo 0x0084 or HI 0x0008  Lo 0x0004. Can any one give me more suggestions or point me in the right direction?
