Where/when to do system init (e.g. TS201 EBIU/SDRAM) with VDK?

I'm using VDK with a TS201.  I see that the VDK Initialize() function initializes the internal memory/cache, but the VDK isn't aware of anything on the PCB external to the DSP (e.g. SDRAM).  Where/when is the most appropriate place/time to perform system initialization (e.g. EBIU/SDRAM setup, FLAGx pins, etc.) for compatibility with VDK?  Does the VDK provide a hook for this?  Should I use the highest priority task for this?  Are there any related restrictions on creating/using memory pools in external SDRAM?
