Under normal operation, the max input bias current will be 7 nA from the spec table.
If you are asking about abnormal condtions, the abs max section on most data sheets
covers this. The OP400 came out in 1986, so the data sheet is in an older format and
does not have a max input current line. Most silicon have some sort of ESD protection
network. Taking into account the size of the ESD diodes, max current density of the
metalization, etc., a good rule of thumb is a max of 5-10 mA.
I forgot to add that the OP400 product page does point out that the AD824, a much newer part, might be a better choice.
