ADF4351 too less output power

I have made a vfo with an ADF4351 and PIC controlled. The vfo works fine but the output power is about -8 dBm, where I have set the ADF4351 to + 5dBm. I have replaced the two 3.9nH L's in the output circuit by two 50 ohm resisters and that increases the output with about 5 dBm, but still to low.

I'm using the vfo at the moment at about 250 MHz. The intention is to use the ADF4351 for a vfo from 40-4000 MHz .

Question: is the low power because of the low output frequency or do I have replace some components ?
