ADV7513 PLL not locked

My customer are designing a product with ADV7513.

But when input higher speed resolution more than VGA,

PLL of ADV7513 can not be locked(Register 0x9E=0x00).

When input VGA, PLL can be locked.

Their ADV7513 have another incomprehensible issue.

The voltage on R_EXT pin equals approximately 1.0V

R_EXT voltage of ADV7511 on Eval boards(ADV7612, ADV7842, etc.) are approximately 0.5V.

Could anyone know why Their ADV7513 could not be locked and R_EXT voltage is approximatly 1.0V?
