You could write anything to flash, and it would be straightforward to have a specific location in flash where you store configuration data such as that you describe above. It would not make much sense to us a filetype - e.g. *.txt, *.xml, etc - unless your application uses a file system that would be able to manage the file.
I believe a better approach would be to simply write your configuration data to a specific address in flash, which could then be subsequently read by your application. The VisualDSP++ tools provide a Flash Programmer Utility that supports writing binary files, or even writing values to specific addresses, that could be used to write the data initially.
However, you would need to add flash read/write functionality to your application itself, if you are to read/write these configuration values from within your application. A device driver for the internal flash of the BF518F can be found at "...\\Blackfin\lib\src\drivers\flash\SST25WF040\".
could you clarify what it is you are trying to do? When you say "VDK", do you mean LwIP?

baud rate for uart,
tcp server ip port etc .
For this purpose I want to store .txt or .jsn or .xml file in flash
.If modifation needed in this file then I can download the file,modify
the file and upload the file on flash.
Can I do.If yes then Can you give the process for the same.
